Exclusive-Rights Free Agents (ERFAs) are players who have completed between 0-2 accrued seasons of service whose contracts have expired. If tendered, they have no negotiating rights with other clubs and must sign their tender with their old club or sit out the season.
Like Suggs I think and Matt Cassel was one too

Suggs was a UFA and Cassel was a UFA too
I think that a ERFA is a player who only has been in the league for 0-2 seasons and their contracts have expired (basically verbatim what you said)
Jameel Mcclain, Lamar Divens, Haushka, Darren Stone, to name a few

Yea, it's like a restricted free agent tender but once they get it other teams aren't allowed to make contract offers to them, whereas a restricted tender allows other teams to make offers and if you don't match their offer you get compensation of the tender you gave them.

so what's a tender? and how can a club just go "well, we put the tender on you, you are now ours, no negotiating, no nothing", what if another team wants the player? i now for restricted free agents other teams can place an offer for the other team to match. anything like that for this type of situation?

A tender is a designation as to what the team is offering the player, and determines how much another team would have to give up in order to obtain the player. Signing the offer sheet allows the team to have first rights to match another team's offer; if the team doesn't match, the other team gets the player in exchange for compensation. However, if a player doesn't sign an offer sheet, he doesn't play and his status is in limbo, simple as that; he cannot be dealt without the team's consent, and his rights still belong to the team.

Never mind, you're right.

I confused Exclusive Rights Free Agents with Restricted Free Agents. ERFA's must either sign the tender offered by their team, or sit out the season; they have no negotiating rights whatsoever.

An ERFA is any player who has two seasons or fewer in the league with their original team, whose contract has expired.
