without a salary cap he wouldnt have a choice - he'd likely be picked apart by steelers fans and the gm etc if he didnt spend

Well, the salary cap forces you to spend a certain portion of the cap each and every year.

Since the league annual meeting is coming up, some details have been released about proposed changes and officials no longer will determine the outcome of a challenge. Won't list everything here but just click the PFT link to see all what is being suggested for the upcoming season.

Now for the fun part... Roger Goodell has said that Dean Blandino, yes his right hand man will have FINAL SAY on replay reviews.

We are going to centralize the replay back here in New York,” Goodell said. “Dean Blandino will have the final decision. We think that will move it much quicker.”

Goodell also said referees will be told to announce the replay decision immediately in the stadium, rather than waiting for the end of a commercial break, so that the ball can be spotted and the teams can be lined up and ready for the next play as soon as the commercial break ends.

“We want to get going. We want to be ready to play,” Goodell said.

Also automatic ejections for egregious hits to the head was passed as well. Wish they could have added coaches can challenge it as we've seen in the past where refs have stupidly called hits to the heads when a player was hit in the shoulder instead.

Officially 8 new rules have been approved, 4 new bylaws and 1 new resolution.

8 Rules:

- Can no longer leap over OL on Kick Attempts

- Spot after touchback remains at the 25 yard line

- Gives a Receiver running a pass route defenseless player protection

- Rule that disqualifies a player for 2 personal fouls is now permanent

- Crackbock blocks done by a player in the backfield in motion are prohibited. Even if he is 2 yards outside the tackle when ball is snapped.

- Sideline replay monitor replaced with hand held device and final say is made from New York.

- Unsportsmanlike conduct will now be called if you commit multiple fouls during the same down designed to manipulate the game clock.

- Makes actions to conserve time illegal after 2 minute warning of any half. (I assume this means like what we did against Cincy and not something stupid where you can no longer run out the clock)

By Law Proposals Approved: 

— Liberalizes rules for timing, testing, and administering physical examinations to draft-eligible players at a club’s facility for one year only.

— Changes the procedures for returning a player on Reserve/Physically Unable to Perform or Reserve/Non-Football Injury or Illness to the Active List to be similar to those for returning a player that was Designated for Return.

— The League office will transmit a Personnel Notice to clubs on Sundays during training camp and preseason.

Resolution Proposal:

— Permits a contract or non-contract non-football employee to interview with and be hired by another club during the playing season, provided the employer club has consented.

Has anyone seen any details on this?  I haven't found any clarification yet.  Does this mean you can't intentionally run out of bounds?  No spiking the ball? What?

That would be a very stupid rule if that is what it means. I hope it means something like what JO was talking about.

American Airlines has ended its charter flight deals with the Cardinals, Ravens, Colts, Jags, Dolphins and Steelers, citing inadequate machinery. Up to 20 teams don't have a charter provider for next season (not sure if said six were included in that count).

I'd kinda like to see United try to drag Brandon Williams off a flight though.

1.Go back to 30 second play clock-Clock cannot start until ball and Sticks are set 

2.Game time is 3PM ,7PM and 10PM Sundays. 7PM and 10PM Monday nights 

3.8 Teams in playoffs each division no byes  

4.3 Preseason games. 1 Home 1 road and 1 international site.
