NFL Offsetting Penalty Problem Needs Correction Now

Coach Harbaugh:  the NFL needs to update its offsetting penalty problem immediately where a major penalty like personal foul (15 yards) versus a minor penalty like encroachment (5 yards) results in the play nullification (no penalty assessment).  One of the best ways to handle offsetting penalties is to assess the higher yardage penalty first, then assess the lesser penalty.  It is not fair that a shot to the quarterback's head (normally 15 yards) be nullified by minor infractions like illegal motion or failure to pass the ball beyond the line of scrimmage.  The NFL offsetting penalty problem needs correction now.

Sounds like it will complicate things even more for referees on game days. While I think some penalties are stupid to offset with others that just adds more complexity to NFL games and will aggravate fans even more.

I thought personal fouls didn't offset... I was confused when that happened.

illegal motion negates a play so if that's the case the only penalty that should apply is against the offense but then there'd essentially be free reign by defenses to head hunt.

How is 15-5=10 complicated?
