How do you do that on mobile?

For others who are curious, in "regular" mode you click on your name at the top and then Ignored Users.  Is it different on mobile?

Seems to be.

I just clicked on the three lines up there.

Click on ACCOUNT.  Then there is an "ignore user" button. 

By the way, can mods see who is being ignored by who?
