I'll give you my honest opinion.

The receivers are probably only open for a second, but Flacco is scared of turning the ball over, so he doesn't bite on the tiny windows.

Joe needs another year or two to really make those throws, and he doesn't hang in the pocket and release it at the last second.

Flacco simply isn't good enough this year to win a game when the other guys are down.

This is premature, but that's my opinion after seeing Joe for 18 games.
