The NFL believes Baltimore knew the rule that prohibits the use of full pads. The competition committee will make a replay proposal at the owner meetings, while the Ravens will continue to push theirs. Oddsmakers set the over-under for the Ravens’ win total at 8.5.

It's pretty clear that the wise guys don't think much of this year's Ravens... IMHO the biggest factor is which Suggs shows up... the motivated and in shape one or the other guy. The next one is the OL... it's looking more and more like Monroe is gone... instead of the Ravens planning to put their best 5 OL members on the field. Both cause a little concern.

Lookout Ravens the NFL is after you guys more than usual. My guess is that they will never, ever pass the replay system the Ravens are pushing. Not because it doesn't make sense but really just because the Ravens are pushing it. They have pushed for a Monday night game at M&T for years and not gotten one. So get ready to write a big check Steve and also prepare yourself to watch
some of the worst officiating possible this year. Ravens will get the worst of the worst.

"someone would have to bet $140 on the under to win $100"

Deal of the century :D

While I agree its not a great deal, don't get this confused.

The bettor isn't losing $40 on that deal. If you bet $140, and you win, the cashier pays you $240... $140 for your initial wager, plus the $100 win (minus the juice, if there is any).

I'm really starting to think Harbaugh is not the upstanding coach that he tries to portray in the media. I think most fans have already stopped believing what he says following constant lies about player status and now his blatant breaking of the rules in camp. It's not about the 5 minutes they wore pads, it's a question of how long they would have worn them if Watson wasnt there to catch them.

The more Guards we sign and have on the roster kind of tells me the team wants Stanley to our LT from the get go, and the Urschel,Wesley, Ducasse, Lewism and Jensen fiGHT for the LG spot...jMO

And Monroe would sit on the bench or do you cut him? I'd honestly rather keep him for one more season .

1. I never really put much stock in the "lying about player status" thing, because I'd do the exact same thing. If I were a coach, you'd get literally nothing out of me. You'd get a cross between Belichick and Popovich... with even less transparency. I'm certainly not disclosing any medical information about any of my players to the public. That literally accomplishes nothing.

2. He did break a rule, but then again, maybe that was his intention. Maybe he's fed up with nobody listening to his ideas that he figured this would drum up interest in his agenda. If that's the case, it would certainly be worth the fine to do so.

Plus, while this isn't an excuse for breaking a rule you knew about, we all know why the rule exists to begin with. Its a rule put in place to give the false perception that the NFL cares about player safety. Its a rule put in place so that when they go to court every year fighting against concussion lawsuits, they can show a judge all the efforts they've made to reduce concussions (except for the one's that really matter).

Sheesh. If Harbaugh claims to not have known of the no helmet prohibition in rookie camp, he should have known. Regardless, there is unwanted fallout and there are consequences for an infraction of any of the rules, not to mention the damage to the reputation of the organization. Hope the consequences aren't too hefty. I also hate hearing the negativity in the media, especially opening the door for Patriots trolls.

So, is our five minutes in pads during a special teams drill gonna be the new delfategate of this offseason? Ridiculous.

Agree. But that won't keep Pats fans from using any opportunity to whine and moan and try to make anything in to an off the wall, not even close, parallel. Pats fans have already started this nonsense.

That is why you should always ignore Patriot fans. :)

Either you live a life of honesty or you dont. It's not about 5 minutes. Do you really think that they would have stopped after 5 minutes if Watson didnt speak up. That's why it's a big deal.

I'm not too worried about John withholding injury info from us. It's the clean cut image that Harbaugh puts out there that I am calling into question. Either you are a moral, honest person or you are not. I also doubt it was some well crafted ploy to draw attention to his cause. It may be a $100,000 personal fine. Rich or not that's a whole lot of money. I think you are giving him too much credit. Sort of like how conspiracy theorists give the government too much credit. Most of the time things are exactly as they seem.

you couldn't get the team all lined up and ready to go in 5 minutes. Did they really practice in those 5 minutes? I would have said it was just a photo op.

WOW I was worried he would be fumbling the ball after breaking his arm. Usually torn ligaments and muscles never heal right. Must have been a clean break. Now lets hope Ravens fix that O-line so Justine & Joe don't get crushed again.

I have always been a Harbaugh supporter but I can not imagine that after making such a big deal about how much time he has with players, he then goes and gets his time shortened by violating a rule he already violated once so he can't say he didn't know. I just don't understand his logic. Whether or not it was for 5 minutes, 5 hours or 5 seconds, he knew he couldn't do it but he did it anyway. How can you expect players to follow rules and toe the line when the person who is supposed to be leading this mob is trying to sneak around and get away with something. Nothing like being a hypocrite on several fronts. I am really concerned at the ulterior motive of shooting yourself in the foot.

Second time that I am aware of the "Pads Gate", on Harbaughs watch. Harbaugh is on the hot seat! Get this ship turned around or you will go into early retirement just like Billick did. Oh yes, and with a Charlie Weis pension plan!

Listen / we won 5 last year and could have easily had a 8 or 9 win season (dropping I think 8 games by a TD or less). If we could have simply secured wins in half of those games... that leaves us with a 9-7 mark and possibly a shot at the playoffs. With all of the players that we are getting back healthy (Joe, Suggs, Forsett, SSS, Perriman, Camp, Zuttah, all of our CBs, etc) and the help that we added (Weddle, Powers, Stanley, Coreia, Kafusi, MIke Wallace, Ben Watson, and more) IDK... I feel like that could easily be a 5 game improvement. Leaving us at 10-6. Then I also think the schedule is in our favor so 11-5 or 12-4 is not out of the question. 8.5 wins? Ill take the over and the money on that one! Heck we nearly had that with a decimated team last year....I think 10.5 should be our over and under!

Of harbs intentionally broke that stupid rule for 5 mins then my hat goes off to him. The Ravens have gotten raw deals from officials two years in a row and it's time the NFL starts listening! If that's what you have to do to get attention then do it! We got your back Harbs!

We will be better Everywhere:
QB- (we will have Joe back and Mallet played well and will know the system)
RB- (the addition of TRICH, and Dixon and return of JF and LT)
FB- (Juice should be getting better with exp)
WR (the addition of Wallace and Chris Moore and the return on SSS, and Camp coupled with the addition of Perriman and Renyolds and others make this the most improved unit on the team)
TE- (Ben Watson is a beast- Maxx will be better and Gilmore keeps improving but I am most excited about Waller making this move- ohhh yea and Pitta returns)
OL - Stanley makes us better right now - we lost KO and that hurts but we had depth at G and Zuttah will return and we added Alex Lewis and Ducasse)

DL- the addition of Henry and Kafusi to an already very good young DL has the potential to make us one of the best DL rotations in the NFL
LB- We lost DSmith and I am not sure that Arthur can replace him (I hope) but we get SUggs back- added Kameli Coreia, and Judon.(Who knows maybe VOchi will also turn out to be a gem). ZSmith will have had time to grow and We may still add someone - this is the biggest question mark area for us!
CB- Jimmy should be healthier. The addition of Powers, Tavon and Cannaday should help us tremendously. The return of Will Davis is also a big boost and the development of SWright should prove to big boost (Plus Webb can sub in if we need him)
S - The addition of Weddle is huge. He will help to solidify a position that we have struggles in. K Lewis should be better as he is more familiar with our system. Elam should be healthy and motivated. Brooks looked good in spots and should continue to show improvement.

We look to be better in nearly every position (ILB maybe the only one not and I believe we still may make a move there) We look two deep everywhere and even more at some positions, but some players will need to play to their expectations this season (Stanley, Forsett (or which ever RB starts) Perriman Watson, Urschel, Timmy, Kameli, Jimmy)

Had me until Elam. He needs to go. I mean yes he did play several positions, but does that REALLY effect you tackling ? His strong suit went to his weakness FAST!

mearzunkies.... I hear you on Elam but even without him... the Safety position is much better this year... and I do think that Elam will be improved. I think Brooks will be more improved. I had high hope for KLewis but not so much right now. I am also excited about Nick Perry maybe developing into something. That is a big bodied S who I would love to see us match up against some of these new breed Safeties!
