At OLB we want an elite pass rusher ie: Suggs/Doom and while Jack isn't terrible off the edge he's certainly not elite. And he's certainly not a sackmaster. He barely got after the QB. I also don't think he has the field IQ to move inside at the next level.  I think he'd struggle at ILB having to 2 gap. It would be too overwhelming for him. That's just my two cents. Throw in the injury and I just don't see him being anywhere close to being worth it at pk6.

I think you have a misunderstanding of his role as OLB in UCLA system.. OLB roles in 3 front and 4 front are different. Here's PFF link that explains different LB roles.

Jack's value is middle of field coverage ability (which NFL defenses today put a premium on), sideline to sideline run and chase, and getting off blocks to affect the run game. So judging him based on (lack of) sack production is a bit misguided. If he is drafted by the Ravens he is a WILL ILB in our system, something which he is well suited for.

I see it as:

1. Tunsil
2. Wentz
3. Stanley/Buckner
4. Bosa/Buckner

6. Which will leave either Bosa/Buckner, Jack or Ramsey for us.

I don't see SD passing on Ramsey at all.  Especially after they jettisoned Weddle. 

Rumor has it that SD likes Myles Jack to replace Weddle. They even had him do DB drills at the end of his Pro Day.

Still, I have a hard time believing that a team would pass on a franchise LT for a Safety.

I think he would totally be a WILL in our D, but I was trying to suggest he's not the elite coverage/sideline to sideline guys a lot of people claim he is. In my post I mentioned that Oregon's TE completely took him to school and so did the running backs(in coverage) and on running plays the OL/TE made him look silly when pulling. He didn't get off blocks very well from what I saw.  He might look good against lesser talent, but when he went up against better competition he was exposed. And my point about him not being a good pass rushing OLB(SAM or Buck/hybrid) to get after the QB was just to suggest that's the kind of OLB the FO should be looking to take and he doesn't fit that mold.
