On a touchback, the dead ball spot is the 20 yard line. A penalty or foul can easily happen on the 30 yard line - ahead or advance of the dead ball spot. Same thing on an interception thrown down the field. Where the interception happened (and the DB was ruled down by contact) is the dead ball spot. A penalty could easily occur back at the line of scrimmage and after the ball is dead - i.e. blocking the QB

The dead ball spot on a touchback is in the endzone, thats what makes it a touchback. Plus, that has nothing to do with fouls after a change of possession. 

Its impossible to commit a play foul when the ball is dead. By definition, that means the play is over. If a player fouls a QB when the ball is dead, that's just unnecessary roughness. That's a conduct foul. Its just gets marked off from the new line of scrimmage which is the dead ball spot.

i never liked the chop block,alway's thought it was carrer ending for some d-lineman,i dont know how it was ever legal,i remember how much RAY LEW hated it too,i think it will protect everyone now,i see HARB'S point,will it change are whole running game? what say you?

Right, you basically repeated what I said.

Chop block = cheap shot at a guys's knee, which let's face it, that's usually where guys always get hit on the "chop." The tag-teaming part means the defensive player is pretty much defenseless. To me this is just crazy that it has been allowed all this time.

Cut block = 1 on 1 attempt to wipe out a guy's legs. Defensive player is not actively engaged so has a chance to avoid the block or at least protect himself from getting his knees wiped out. I got no problem with this play at all.
