We only have one viable kickoff returner and that's Asa.

Exactly. Just so we would have a FB for this game to evaluate the RB's without risking Juice

The Ravens probably have it down to at least the final 55-56 players so the rest of the 75 roster spots are basically strictly to protect the starters for this game.  Just because you were in the first 15 cut does not make you one of the worst 15 on the roster.
