Nope.  Bills held him before final 5 and 49ers hold him after.  Only before and after get final 5 rights.  Broncos are unfortunately left out.

You were outbid twice in a 5 minute span while being entitled to the same exact amenities as me. If you wanted the Final Five rights, you could've just as well quoted yourself and raised the stakes right before the buzzer. If nobody has the Final Five rights on a player, and one members beats another within the waning seconds, we don't bat an eye. If one member attempts to do the exact same in the waning seconds of the Final Five, it's an issue and a loop hole. That's hypocritical.
