When rounding stars, and the savings/costs are midway between ½-stars, do we round up or Down?

(eg. Steven Jackson will save me 3.750.000 against the cap, is that 3,5 stars or 4?)

0.25 or more rounds to 0.5, under 0.25 rounds to 0.

 

0.75 or more rounds to the next whole number (4 in this case), under 0.75 rounds to 0.5.

I would like round and pick number within the round (i.e. Round 3, Pick 22), not the overall pick number (i.e. Pick 156).  It makes it much easier to track since I found out a lot of you were terrible at math last year.
