How can you blame Flacco for that? Teams will continue to blitz the Ravens, there's nothing you can do when trying to stop Cleveland from that.

WR's need to step up so Flacco isn't in the pocket when team's blitz so he can make them pay for it.

you can start by calling slants and drags and screens on blitzes, not going deep.
