Help Me Understand

I was at the game today.
When we challanged the fumble, the rueling on the field was up held but we were NOT charged a time out.
Why?

The refs pretty much had no clue what was going for this play. Had it been a close game this would have been another screwing of the Ravens by an officiating crew.

First they ruled fumble, then it turned out, the whistle was first, so it became dead ball and 2nd down for JAX
The challenge result was, that the ball became loose before taking down, but then the runner brought in, and only after he was down was the (then dead) ball taken away. Loose ball during play cannot be challenged, so BAL wasn't charged with timeout.

That ref crew looked clueless on 3 or 4 plays, but came through when it counted 12 men on the field--I think there were 4 flags on the field.

So, it looks like the guy in charge of the referees is trying to clean up their act. They had counting class this past week. Anybody know what this week's lesson is?
