Torrey has had good production against good cornerbacks such as Jonathan Joseph, Brent Grimes, Joe Haden,Ike Taylor,Antonio Cromartie, and etc but since he having a down year probably due to a new offensive scheme there some belief he cant do well against decent cornerbacks and etc.

I'm talking about this year. You can't take his previous years into account here. For a new contract, Ozzie is gonna look at this year and project off it.
