I think the key is right here:

That can mean a house more populated with frustrated fans and football amateurs more intent on partying than following the action on the field."

I know when I come to watch the Browns play every year up in Baltimore I am sure to be on my best behavior; I've sat in seats reserved for season ticket holders beforeand I don't want to be the one to ruin their privileges. Once you start giving them away to anyone that wants them you run the risk of this happening.

I'm also not surprised it tripled and happens more often in other stadiums as well. If the NFL REALLY wanted to crackdown on this behavior then they'd stop selling alcohol at the games. I bet if the NFL experimented with one NFL regular season game and made no alcohol available at the game they'd be shocked at how much the number of incidents would dip.

That's a good point, considering that security turns away the visibly drunk at the gates.
