Cut and released mean the same thing.  The only difference comes in terms of waived.  If a player has been in the league for less than 4 years (I think this is the number) then he will be placed on waivers where the other 31 teams have an opportunity to claim him.

Yep.  Waivers right now is the same as the draft order.  After a few weeks it goes to the inverse of the standings.
