Running Windows 7 with Internet Explorer - not working

The display of items is strange. I do not have the user sign in stuff in the upper right corner. And all of the displays have a lot of little boxes with x in them and Pip beside them. What is going on?

There have been some software updates going on. I have passed this issue up the chain.
