I wouldn't say he's not playing well at all, but he's had his bad moments. 

I am not saying he's playing bad. He's just not playing well (i.e. up to his usual standard).

When Flacco gets time, he one of the best in the game....PERIOD

Just about every QB in the NFL looks like the best if they have all the time in the world.

Yeah. He's played really well, but his bad plays are just really, really bad.

Who tipped it (working)?

BUt even if it were, did Joe Have to throw it? i.e. make the right decision?

What's the alternative?  Are you serious?  If he doesn't throw it it's probably a safety.  How is he supposed to expect that McKinnie gets beat that badly and the ball will be knocked around like that?  You can't expect that.  The tackle has to be trusted when you're backed up into your own end zone, otherwise you can't even call a play and might as well just take the snap and lob it as far down field for an automatic incompletion as you can and give up.
