What would be the Ravens next move if they can't agrree on Joe Flacco's deal?

With latest signing of Tom Brady with Patriots and Alex Smith going to Kansas City, and Flacco's agent Joe Linta still 'negotiating' with Ravens, it is time to look at possible scenarios in Baltimore. According to some sources. both sides are still talking about getting this deal done, Linta said on Tuesday 'they are getting closer'. Obviously we don't know what that means and we don't know how far apart they are.
All of us in Ravens Nation would love to get this deal done, but we are not the ones holding the CHECKBOOK AND SIGNING THE CHECKS. Some pundits want to make you believe the new Brady deal and Smith to K.C. has no effect on Joe Flacco's deal. I tend to disagree and here is what it means:
A) With Brady taking a pay cut, Flacco should(and probably will) make more, but IT WILL NOT BE 20 MIL/YEAR as some would hope for
B) We can eliminate Chiefs as possible suitors for Flacco, meaning one less team considering making a run for him
Now, IF and ONLY IF THE FLACCO DEAL IS NOT AGREED UPON BY BOTH PARTIES, one of the following actions would be taken:
Action 1) Ravens would apply Exclusive Franchise Tag. Flacco stays for 2013 season, costing Ravens 19-20 million dollars against Salary Cap. No other teams can talk with Flacco.
OR
Action 2) Ravens would apply Non-Exlclusive Franchise Tag. Ravens would make an offer to Flacco around 14-15 million for 2013 season. Other teams could make offers to Flacco as they feel. Once the offer is made, Ravens are allowed to match it or up it to keep Flacco. If they don't match the offer, they loose Flacco to the other team, case closed. The final offer gets counted against the 2013 Salary Cap.

Any ideas or suggestions? Feel free to comment.

someone teach this man a touchdown celebration. exclusive franchise tag him. if the alex smith deal proved anything teams are willing to pay through the nose for a game manager, they would go even more for a superbowl mvp. or they could do thier job and make the deal happen in the next 4 days.

There is a 0% chance that Flacco leaves Baltimore. There's also a 0% chance that he plays the season under the franchise tag. They'll either get a deal done by COB Monday, or tag him and get one done by the deadline in July.

My money is on the deal being announced Monday afternoon. That's how it usually goes.

Then they'll start working on Ellerbe's deal, and then Reed's.

I think exclusive tag him and get a deal done fast. the alex smith trade gave flacco's side more leverage as if they need anymore
