Got a Rules thread going...if you see any issues please bring up or things that need clarifying or you dont agree with.

As for the Salary Cap Carryover I made my case earlier as to why I dont think we should have it, but I will spell it out here so everyone can see.

- Carryover in real life has a much different affect on free agency then it does in a single season mock. Teams cant just throw around money because they saved it from last season. Contracts have multiple years to them and the affect is seen many years down the road. In our mock draft that is not the case. 20 extra million for one year is a huge advantage in our system.

- This leads me to my next point which is every team is affected differently by this. Most teams have a marginal amount of carryover in the range of 5-8M. Some teams have massive amounts 20M+ and some have none or next to none. This is not fair to all parties considering the discreet advantage it gives in a free agent bidding process.

- To me it seems fair that in a single season mock the only thing that should contribute to the salary cap is those contracts, bonuses, and dead monies that are on the books. This is equal for every team and puts everyone on equal footing based solely on these simple contributions.

- We have already allocated each team with an extra 5.5 stars to help with signing draftees. Adding in even more cap relief is not necessary IMO.

Finally, this should have been clarified earlier, but it became apparent that some ppl were operating under the assumption that we were using Carryover while others thought we were not. Let's take a moment to ponder this vote, make any argument you wish and let's come to a conlusion because pretty much everyone is affected by this to some extent.

Wow you guys are fast and furious this year.

Can't believe some of you want rollover. Some teams will have like $80 million in total room if you do that, that's going to ruin free agency bidding. Like fergy said, you can't go on a spending spree IRL and you know people are going to do that here. FA was a big enough joke last year with some of the numbers getting thrown around.

What is the rule on franchising a player who is changing positions? I traded for Eugene Monroe, which pushes Branden Albert to guard (his natural position). Can I franchise him as a G or do I need to franchise him at T?

Interesting. 9.5 might be a little too expensive for a guard. I might use the tag on Bowe and let Albert test the market. Then again having that dominant left side that was at UVa a few years ago would be nice too. Decisions decisions...

Crush wanted it in one thread just so that it is easier for us to compile who is on and who is off the FA market...if he wants a new thread I am all for - whatever works easiest for him to deal with and assemble later works for me

If we cap it at say 10M it levels the playing field a bit and is more fair. While that would be a compromise, I just dont see the necessity of using at all.

I am for the carryover. First of all, it helps teams who were actually smart with their money in the previous year. Second of all, if we're cutting out draft picks that were traded or forfeited then why not carry over the cap that was either forfeited the previous year? Are we not going to penalize the Redskins or Cowboys for the NFL sanction on them due to the way they handled themselves during the lockout?

I do want to specify something, however: there should be a limit of what a team can have in cap space that carries over. You can even go and put a limit on the amount of excess cap space. Or, if you'd like, we can just go by the base salary and not the guaranteed salary & bonuses. I think that's actually extremely fair, and would be better than a carryover because then we're not adding to the cap at all.

That's my personal preference. Eliminate the guaranteed money & signing bonuses instead of creating more cap room. I think it would be better than going and giving extra cap space because then, as you said, teams would have an unfair advantage. Also, if you want to free up cap space you simply cut the player.

For instance, my cap hit would be 89.5 Stars if we went by base. If we go by top-51, it's 118.5 stars. It would give the Bengals quite a bit of cap room, and I know you're saying we should avoid that. I understand that. It's just I'm trying to think of something here for teams who have given players a lot of guaranteed money ways of working around it.

How often is spotrac going to update their numbers? If day for example denver cut Peyton, that'd drop my numbers by 20 mil, since we are Kent to be using their figures if they cut someone I don't know the salary of then my number would be reduced and I cold pull a fly one.

We almost need someone to copy every teams page into an excel document so all figures could be checked and verified.

I agree with these guys 100 percent against roll over. It can't be used in a one year scenario because we don't have to worry about any effects on later yrs. Similarly we can't extend anyone

I suggest every GM go on spotrac and Copy and Paste their teams numbers into an excel document...It goes in perfectly and will you give you your rosters as of now. We will have the issue of teams cutting players and websites updating everywhere so at a certain level we have to trust each other through the process - and if someone notices something bring it up to that person

To the multiple people asking about Byrd in a trade, he is untouchable. He is one of the best FS in the league.
