Important Question:
Are we doing RFA? Personally I think we should.
It wouldnt be difficult, and would add some extra fun. All we need is a deadline to assign tenders, a 24hr period for others to make offers, and then the original team can decide if it wants the pick or the player at that price.

Will there be a post containing all of the final official rules as there has been a lot of discussion about certain aspects and it seems like a final decision on all of these should be made with the entire rules together including an official website that will be used to determine all the salaries...hopefully I am not the only one who is a bit cloudy on all the rules.

That is not accurate, because it is just cap space which includes carryover. We need to wait until a site comes out with each team's actual spending against the cap. It might require everyone to do a little research on their own team.
Edit: I guess we can figure it out by taking the cap (121) - capspace listed (x) + carryover listed (x)
That would give us the amount each team has allocated against the 2013 cap.
I.E.Baltimore: 121 - 15.7 +1.2 = 106.6
127 - 106.6 = 20.5 stars
