Im not entirely sure, but holding is a penalty where the play continues. Its not a dead ball foul. Given that it was obvious Koch was taking a safety voluntarily the refs must have not bothered to throw the flag. It would be a safety either way with the same amount of time coming off the clock. We could have tackled everyone and I don't think time comes back on the clock.
