I saw T-Sizzle55 post this in another thread. But this will probably answer your inquiry.
Marcus Maxwell - Height: 6-3; Weight: 210; Age: 25; College: Oregon; Experience: 3rd season

He was a 7th round draft pick in 2005 by the San Francisco 49ers.
At the University of Oregon, he received 36 passes for 401 yards(11.1 yards per reception avg.), and 2 touchdowns.

On October 4, he was signed to the practice squad of the Cincinnati Bengals. He was elevated to the active roster. He went on to appear in five games for the Bengals that year, catching one pass for five yards. Maxwell suffered a thigh injury during the 2008 preseason and was placed on season-ending injured reserve on August 22. He was released on October 15.

Could be made into a good reciever, But he doesnt sound like the reciever we need now to go with Mason. Who knows, maybe he could break out this year.

Usually what teams do when a special teams player gets hurt (except the really good ones) is they will put them on IR no matter if they're seriously injured or not. If you are expected to miss 4+ games or something like that the team can't afford to keep you on the roster so what they do is IR you and bring another guy in who can play special teams.

From what i've seen Maxwell is a solid backup receiver. He was Cincy's 3rd receiver behind CJ/TJ so he can't be that bad.
Why did we sign someone that was on IR?
The Bengals put him on Ir to stash him away and then made an injury bargain with him to release him, kind of like a buy-out, which put him back on Free Agency and his injury wasn't season ending so he was able to play again for us now.
