How much time are we using between each pick during the mock draft
Last year it was 24 hours which worked out good until the late rounds when multiple people became inactive. For UDFA we did 12 hours.

Make it 24 hours First Four RoundsLast year it was 24 hours which worked out good until the late rounds when multiple people became inactive. For UDFA we did 12 hours.

For the draft I don't think 12 hours is viable. The reason we did this with UDFA was there were about 10 of and it was completely optional.

Whenever they are full or when we determine a cutoff. I know we should probably pick teams before the Super Bowl to keep us ahead of schedule from last year.

- The 2013 Mock draft Salary Cap shall be set at XXX stars.
- You cannot restructure contracts. You cannot borrow from future cap space or trade future picks.
- Everything is rounded to the nearest Half Million (1/2 Star)
- There will be no compensation picks since the NFL doesn't hand them out until real FA starts and that's a while away.
Draft value:
You have to leave 8 stars for the normal draft, which is 1 pick in every round 1 through 7. You add or subtract stars based on whether you have more or less picks than the normal draft allocation. The values of the stars you add or subtract based on your picks are:
- 1st round - 3 stars
- 2nd round - 2 stars
- 3rd through – 1 Star
- 4th round through 7th round – 0.5 star each
Franchise Tag costs:
- QB -14.5 stars
- RB - 8 stars
- WR - 9.5 stars
- TE -5.5 stars
- OL - 9.5 stars
- DE - 10.5 stars
- DT - 8 stars
- LB -9 stars
- CB - 10.5 stars
- S - 6 stars

Restricted Free Agents
You place a tender on all your RFA you want to keep. The Tenders are 1st Round Tender, which cost 3 stars, or a 2nd round tender which costs 2 stars.
Another team can bid on a RFA. You bid on the RFA by offering up a contract of X Stars. The players’ current team then can decide to match the contract which means he stays on his current team but with a salary that was the bid. The team that tried to bid for him cannot counter offer. You can only bid on one player once, however another team can make a higher bid again.
If his current team doesn’t match the offer, the RFA signs for the bidding team at the contract bid for. That team then has to give up the draft pick that was tendered on the RFA.
Exclusive Rights Free Agents
Exclusive rights Free agents cost 0.5 stars if you want to resign them. They cannot be bid on.
Cutting Players
Go http://www.rotoworld...tracts/nfl/bal/ to find a player’s salary for his 2013 year. (Change team for whatever team you are). Translate that amount to however many millions it is and equate that to stars, round to the nearest half million.
So if a player is going to make 7.5 million, you would get 7.5 stars by cutting him. Forget about future cap hits.
If a player is eligible for a roster bonus (NOT signing bonus) you would save that amount as well by cutting him. So it is base salary + roster bonus for 2013.
Once the cut player becomes a UFA, he is added to the Free Agency pool. Please try to make your cuts before real FA starts so we have an idea of the cut players available and can add them to the list of available FAs.
Please try and get cuts done before FA for that position.
WE WILL HAVE A THREAD FOR CUTS AND RESIGNINGS TO MAKE FA LISTS EASIER. PLEASE POST EVERY CUT AND RESIGNING IN THIS THREAD AS WELL AS YOUR STATE OF THE FRANCHISE POST.

Using previous blue link, if you trade away a player, you get extra stars based on his salary and roster bonus, or if you trade for a player you lose stars based on his salary bonus. Both guys post in the trade thread the details of the trade (in the format truth wants).
Make sure after you decide on every cut and every trade is confirmed, edit you state of the franchise post (explained later).
How does Free Agency work?
Free Agency will begin on XXX. There will be one major Free Agency thread, and on the first day we will being auctioning the QB position and list all the available players.
You will have 24 hours to place your bid. Once those 24 hours are up, no more bids can be placed. The Free Agency managers will sort through the winning bids to players at the end and give them to their new owners. Once that position is done, we will move onto the next day and start at RB and so on.
Going through each position at a time will make it much easier to track who is available and who is gone.
We will then have a free for all of all the guys left for a day or two, then again after the draft to fill out your roster.
Bidding on Free Agents:
If you win the bid you add that FA to your roster as of the 2012 season, don’t worry about the future.
Every GM has an idea on who they want and divvy up their budget according to this.

That’s for the first bid. Then if another team comes in and wants to bid, make sure and read through the thread, quote the highest bid so far (if its a player already bid on) and make sure and post a bid higher. If the first team wants to counter bid, again quote the post.
We don’t want people not looking for the highest bid and then bidding 6 mil for say Webb, when someone has already bid 8.
So rules
Read thread and find highest bid so far.
Quote said bid and outbid the other team. ALWAYS QUOTE PREVIOUS HIGHEST BID. No Quoting the final 5 minutes is required, but it is up until then.
Do bids in the format above
Can start the bidding at whatever you want, lowest value 0.5 stars.
Bid based on what you want to pay for his 2012 salary only.
No signing bonuses or anything like that
Highest Bid gets the player
EDITING BIDS IS NOT ALLOWED.
Coming into the final 5 minutes JO will post in caps and bold "FINAL FIVE MINUTES" just so we have a clear divide, JO you post it in the discussion thread anyway, so just post it in the FA thread now. If JO can’t be online for whatever reason please PM someone else to do it (Truth, myself anyone - only one person is in charge of doing it). Then when its over JO (or whoever you PM) posts the Bidding has no closed. (it has to be the same person and only that person is official!!)
Now, anyone that was the bid leader before the final five minutes post, and then gets outbid in the final 5 mins, if they want a chance to bid again on that player, they have to say so in the thread, WITHIN THE NEXT FIVE MINUTES. Just post "Miami" where leading on "player name" going into the last five minutes, i want to bid again. Then at 7.05 EST JO or whoever it is posts that final chance to bid is now closed.
I (me because i post the winning bids in the thread) will PM the GMs involved and they will have to PM me there highest bid they are willing to pay for said player. Both GMs get one chance, and the highest bid wins, in the event of a tie, i will pm back and let yous have another go.
This doesnt apply when the first bid on a player was made in the final 5 minutes, just when someone got outbid in the final 5 minutes
1. JO Posts FINAL FIVE MINUTES when 5 mins left
2. At 7est JO Posts Bidding Over
3. Then within 5 mins any GM that was winning prior to 5 mins left, and got out bid in the final 5 mins has to post they want another chance to bid for X player.
4. At 7.05 again JO posts that time is up.
5. I will then PM both GMs and the reply with the highest bid they are prepared to go, winner gets the player.
State of the Franchise Post
There is a separate thread for your state of the franchise, laid out like this:

Threads
We will have a general discussion thread (this one), trade, cuts and resigning discussion goes in here also.
We will have a thread for all official trades, cuts and resigning’s.
We will have the State of the Franchise thread, to be updated after every transaction.
We will have a Big Board thread for the draft order (Truth).
We will have a Depth chart thread to be kept up dated regularly, this is a requirement, not a option.
Then when FA begins we will have threads for that but they won’t be pinned.
In the state of the franchise thread, big board thread and depth chart thread there is too be NO discussion.
Other
Some rules that need reviewed are trades of high caliber players such as CJ, do we have a list of guys who can’t be traded, or do we have a vote if and when someone wants to trade a player like CJ, or do we just let it go.
Also the bidding format on FA caused some stirs last time, as well as some players being signed then cut, maybe this shouldn’t be allowed, you could take a 50% cap hit, if you sign then cut/trade a player. Note I slightly changed the bidding format to suit what a lot of people wanted last year.
Discuss rules and what you want changed.

Also want to note, truth was the only person against a state of franchise post last year and refused to do it. We cant have that this year, everyone has to be on the same playing field. I didnt like blocking trades as did many others but we had to go with that. so even if someone refuses something, anything, if the majority vote it. YOU HAVE TO DO IT

Amended rules from last year to suit what everyone complained about last year. Discuss. Main issues, free agency, cutting players signed in FA and also stopping, or not stopping some trades

Just so everyone knows, the rumored cap is around $121 million but it isn't official yet.
What was wrong with the compensatory picks? We were only in the 2nd round last year when they came out and we used them. Did we use them the year before to (I wasn't on the board yet)?

Draft value:

- 1st round - 3 stars

I like that we have the later rounds being 0.5 stars, I wanted that last year but it was to late to change.
This is my amended version of the value of the picks:
1st: 2 stars
2nd: 1 star
3rd-7th: 0.5 stars
I looked cup several contracts of players drafted from each round and round this to be very close to what they actually make.
Lastly I think the total cap hit for a normal draft class should be 5 again not, 8.

ERA's should be 0.5 and no bidding because thats real life, so I agree there.
On RFAs, that is an interesting idea. In real free agency, there is also an original round tender I believe so if we do this we might want to look into adding that as well. For the cap hit it should probably be 1 star. I can see this being a topic we might have to vote for but I am in favor of it right now.

Since I am the one who goes through all the cut players, a whole thread just for cuts would be very helpful. You guys don't even understand how hard it was last year, constantly checking the state of franchise posts. I say this thread is a must because it would save me tons of time.
Only thing on the format, to save me time, the players position should be listed so I don't have to Google them if I don't know them.

The PM highest bid thing sounds like a good idea. It will be interesting to see what other people think here.

I think I'm speaking for many people here when I say that the aim should be to get this over with before the actual draft begins. There's just no purpose for it afterwards, once you've seen who the real GMs picked up in the draft. And that's the reason so many people (including myself) didn't participate in the late rounds.
If we aren't already through the 3rd round when the compensatory draft picks are announced in the owners' meetings in late March, we'll never make it before the draft. And no, we did not use them in '11.
