Long story short: I wana jailbreak my iphone 4 (NOT 4S) so I can get tethering and give my notebook internet while my power is out from the hurricane. Anyone know how to do it safely? Don't want to ruin the phone.

Jailbreaking your phone is not illegal (source). There are risks in jailbreaking your phone and this site is not responsible for anything that happens as a result of jailbreaking.

Drop the busted iPhone and just get a Droid. No jailbreaking required and you can hot spot or tether all day long
