Thank you. I thought I was the only one that noticed. The little arm movement on the first play was one thing, but when an entire player's body is in the neutral zone or the other side of the scrimmage line, someone in black and white should notice.

It was most likely a false start. They were probably sitting so still so the ref wouldn't notice.
