Stupid question, but should Jacoby Jones follow the ball towards the end zone a little? In the situation that just occurred, Jones could've touched the loose ball (after the Texans batted it back) without repercussion, right?

Yes, but easier said than done. You don't want to risk the ball bouncing into you before they touch it.
