I just saw the video. Absolutely hilarious. He did it as a part of a bullying campaign. Not the best way to go about it but it was awesome in my eyes. The funniest part about it is that he had more rushing yards than Chris Johnson

It's the city detention center. The state prisons are in Jessup and Hagerstown.

What's really creepy about it is the windows. They look like cannon port holes. What's kind of funny is if you look closely when riding by on I-83 you can see almost every window has bullet holes in them.

Its the Maryland Penitentiary,it is also considered a state prison..it is by far the most treacherous institution in all of MD...I am not 100 % sure on if it is in full use anymore beings it was built in the 1800s..it also has the chair and or gas chamber in it along with death row...I know most of this from my experiences as a troubled youth and having to attend a scared straight program.......
