I do believe the reports, I do think Joe wants this deal done, I also wouldn't be surprised if Joe works with the FO on a deal to leave some cap room to make some neccessary signings if need be, a la Peyton Manning.

This deal ill get done sometime before or during training camp

A big stumbling block has to be tying Flaccos contract to team wins. If all starters used that argument in their negotiations little would get done.

An exception would be the truly elite players at their respective positions.

As I've said before, Flacco isn't elite but he'll get a top 5 quarterback contract. Mainly because guys like Ben, Rivers, Eli and Rogers are still working on deal from 2009. All those guys will be primed for new deal in the coming years.

But until then Flacco's contract will technically be a top 5 deal.

I just read the report on NFL.com that Ryan Clady was offered a 50 Million deal with 28M guaranteed. I'm more convinced now then I was before that Flacco will be getting about 40 Million guaranteed. Right now only Brady, Manning, Brees, Stafford and Bradford are making 40M guaranteed.

So Flacco deal will be a top 5 deal for about 2-3 years.

I trust the FO will take all that into consideration in the negotiations. When it comes to all that, we have some of the best people for contract negotiations and the deals are usually pretty fair for both sides.
