It's not an either or tho. If it is,about simply money then drafting a bigger physical wr would be done. T.o. Brings up that baltimore didn't get the production out of tj or lee that was expected. So why would oz go that route a,3rd time then.

In addition to that t.o. talks about tj and,lee having crucial drops. Why sign a guy who has led the league in drops then.

nothing t.o. said about baltimore's struggles help make a case for him being signed in baltimore.

Simply put, no team was interested enough to even show up to his ”pro day” last year so he has to try something else to draw attention.
