How Do You Quote Someone Else's Comment?

How do you quote someone else's comment? Every time I look at comments in the News section, there's a box with a gray/black outline with somebody else's post and someone uses that in their own comment. I just want to know how you can do it.

Click the "Quote" button in the bottom right-hand corner of the post you want to quote.
