Not to defend Goodell, but it's important to note that not every fine is reported publicly.

Furthermore, there's a chance that this rule could've been in place before Goodell even stepped in. Not everything is Goodell's fault -- Paul Tagliabue wasn't exactly the best commissioner in the world, either...

EDIT- I stand corrected, the rule was instituted just this year. That said, not every fine is public.

I heard on a generic sports radio that the player who used to wear anything over his outfit was hired to point out every single flaw made by each player. He said that they go as far as handing out warnings for players not having their socks all of the way up. This was from a retired player, I don't know his name.

If it's true(by the tone of his voice, it sounded like a lifestyle) then that's just obnoxious. The money ratio of hired outfit watchers to player outfit fines might not even be worth it. If it's 3:1, then I really can't see why someone would take that big of hit. Fans come with games of emotion. Why would someone try to chip away everything that brings in the fans? Are there too many? I can't possibly see the point they're making here. Even if it was that players made to much, there's a billion other creative ways to say that.

I've never heard about any specific outfit watchers, but it's a known fact that the league is picky about what the players wear. Ochocinco was fined for his eccentricities and one Giants player said he knew he was going to get fined for wearing red, white, and blue shoes and gloves on 9/11. (The league decided to allow it for that day, but only if the articles were made by a sponsor).

I've definitely heard about the socks thing too.

Goodell gonna put this money back into the economy or towards the US debt? Or does he have his eye on a certain yacht that is dog eared in his favorite magazine "I'm a conceded, greedy, evil man" Magazine.

There has to be more to it, otherwise Ray Lewis should have been racking up fines for the last 14 years for "intimidation". I can't imagine any player isn't just a little bit intimidated to deal with Ray.

Birk is a Harvard graduate. That is pretty impressive. I think the comment about diapers and cereal was a joke. I'm sure it went over most of our heads.
