I haven't the slightest clue about what's going on behind the screens, but what is on the screen sheds plenty of light, in my opinion. The offensive line hasn't really shown up since Pitt, the receivers and TE's are inexperienced and a bit inconsistent, the qb is not exactly elite (to be kind, right now), and the oc has made some very questionable calls for multiple years now.

Add the fact that Baltimore has a franchise long history of offensive failure and it's not really all that difficult to understand why they are so bad.
