Question About Signing First Rounders

Silly question here but here goes....Was reading that only a few first round draft players have been signed as of yet. I am a bit confused by this because I thought we had a rookie wage scale in place. So I guess my question is...what am i missing???

Teams are concentrating on Free Agents right now. 1st round pick contracts take a bit of work on incentives and such. Since the pick can't sign with another team, they just aren't top priority.

Thank you M3...I was thinking with a wage scale that they wouldnt have incentives so was thinking they would just sign.
