yeah, the teams and the owners and all involved are arguing over money and various specifics of the game. If they can not come to a contractual agreement there will be a lock out next season.
Simply meaning, no football.

The Owners and Players need to sign a new contract together. Since it hasn't occured yet, the Owners are 'locking' out the players. The players won't earn any salaries and cannot play until a new agreement is signed.

This is opposite of a strike. When there is a agreement but the players want it changed, so they strike and don't play.

You hear a lot about a looming 'lockout' now because there might not be football next year because of it.
