He did force a fumble, but the Bills recovered so it wasn't a turnover. Plus the Ravens recovered a fumble against the Jets so they had at least 4 takeaways before this game.

Actually it makes sense. He wanted somebody who could catch the ball 99% of the time back there. He probably told him to fair catch no matter what.
