If that is the case we'll be in 2nd, with a divisional record of 2-1, the Bengals will be 2-0 and in first.

The way I think it may very well play out is:

Ravens 3-1 (2-1)
Steelers 3-1 (0-1)
Bengals 2-2 (1-1)
Browns 1-3 (1-1)

Yeah, you're probably right. This is most likely going to be a repeat of the Ravens-Jets game: low-scoring and largely dependent on FGs and penalties. I think Baltimore will win by 9 pts.
