Avatar Issues

I've tried for awhile now to create an avatar but I don't know how to resize an image, they are all too large to use.
I'm not good with that sort of thing, especially from having gone from a PC to a Mac. This is also the same reason I don't have a picture of myself for my profile.
I was wondering if someone could give me some brief instructions on how to do this.
Basically, I want the flag of Baltimore as my avatar.
I haven't been able to find one within the size limits, nor do I know how to resize the image.
Any help would do, even telling me I'm stupid for not being part of the 21st century is fine, it won't bother me.

Ok, I'll wait to see if he responds, which I'm sure he will.

At my age, I'm on the cusp of computer literacy. The majority of friends my age or older are in the same boat, while my friends of a younger age are computer geniuses.

It's never been a part of any job I've had to really understand computers, nor have I taken it up as a [i]hobby[/i]. I'm just tired of looking like the gray dude in the shadows, in so many ways.

I know, I know. I'm using my girlfriends computer.
Don't get me wrong, I much prefer MAC's to PC's, just don't know the ins and outs.
And while I could use that image, I'm pretty sure others use that one.
I want to use the traditional flag of Baltimore.

That reminds me: I had wanted to make a Houshmandzadeh Signature but I didn't know how to resize it. Then I remembered Paint
