I can only assume you are asking about Jim Zorn.
To answer that is he pretty much blew it as a head coach, but did well as a QB coach.
He was hired by the Ravens for one of his stronger skills.

Zorn went to the Redskins to be the OC and ended up head coach and job he was not ready for. Its a big enough jump from QB coach to OC but from QB coach to HC is a HUGE jump and even larger in a dysfunctional organization like Washington has been. Had Zorn had come someplace like here with Rex as DC and Cam as OC he may have fared better because they are/were headcoaches. Zorn was HC and OC and that is too much for anyone.
Zorn has 2 kids a daughter in college and a son who is a HS freshman, and from personal experience kids do not want to be up rooted in HS.

...and in the case of Dean Pees, quoting him, "It's because of the franchise and the people here."

Half joking, the Raven fan in me wants to believe that any position coaching the Ravens is a step up. Pees is reported to have been offered the DC job in Denver, yet chose the Ravens because he wanted to "have a chance to win and be around people that I really want to work for and with."

That says volumes about the Ravens ownership and coaching staff.

There is a lot of "upside" to the Ravens right now and I think folks around the league know it.

The Ravens are a head coaching and coordinator factory. We're also recognized for having an owner that lets the coaches run the team with little to no interference from the front office.

As far as Zorn goes, I think he gets a free pass for what happened with the circus in Landover. These guys want to join the Ravens because they see that this is one of the best, classiest organizations in the NFL, and they see that this team has the potential to be a constant Super Bowl contender for years to come
