Does that mean no one else is allowed to use these?

The signatures posted by Admin 3 were officially approved and created by the Baltimore Ravens New Media team. That's not to say that custom-made signatures are prohibited for use on these message boards, as it is common internet practice to use copyrighted images in the creation of personalized signatures and graphics. So long as the images aren't profited from or used in a commercial venture, I don't believe there is a blatant copyright issue.

Speaking again to the signatures and images posted by the Ravens New Media team, those were posted for use by the community at-large here. So yes, they're OK.

By the way, I had to move your thread here to the Question section since the Board Graphics Library section doesn't allow for replies to threads, for some reason...

no, they are fine to be used by anyone. Rip means like you taking those signatures to another site and saying that you made it. I just have to say that in case any of those designers saw that I posted those, in the graphic forums there has been some ripping so some designers are sensitive when they see their work posted in another site.
