You need 25 posts. The board is set that way because of the porn spammers posting pictures in their profiles and sending nasty PM's. Hopefully with an upgrade this month that will no longer be an issue. The upload happens under My controls. Hope this helps, and you are not the only one with this question, there is an entire thread somewhere

Go to your profile and look for where it says Edit Profile and it should be a tab on the left side
