Who did the grading?
NFL.com. It's useful as a general guide, but nothing more. For it's virtuall impossible to predict and consider a lot of decisive factors - how well the guy is gonna make th transition to the NFL level, how his coaches can make him grow and utilize him, how his private life pans out etc...
As for Bosa and Buckner, there's nothing surprising here, many analysts have been saying that Buckner has a higher ceiling in the NFL and seems "more NFL-ready" than Bosa - it's just that Bosa was all the rage, so of course he got more publicity and people though he was the best player of this year...
