The Bucs either really like Butler or he told them that the Ravens made him an offer and didn't want to go because that is no surprise move. Unfortunately for Jeremy and the Bucs, putting a guy on your squad just to screw another team tends not to work out well for the team that does it. If it was Butler, get over it, the NFL is a tough place, the Ravens didn't do anything wrong. Harbs even said it was their toughest decision before he walked it back (so as not to insult anyone else who was cut, because it was clear they really wanted Jeremy on the team). I think the Brown move is the Ravens sending a message to Waller. I think they like him and as long as he has been working and takes the hint he will be back in a week on the 53 man squad. The message they are trying to send is that [Waller] we like you, but you don't have a secure roster spot and if you do this again you won't have one at all because we don't need you, we can just you Brown or anyone else. Hopefully Darren gets it. Totally non-shocking to see what they are doing with Waller. They have to send a message. It is also an indirect message to Boyle, who is in even more hot water because next time he screws up it is a year without him. Boyle might even be gone. I hope not, but it is possible. They need a TE for a week without Maxx, as other suggested I think they are trying to see if they should IR him or not and Brown will do for a week while they let Darren cool his heels for another week and get the message he is on thin ice. I think the only way he is not on the squad is if he freaks out and does something bad this week. Otherwise why the mind games?
