The game in Green Bay a few years ago was pretty bad. I think they tied for 2nd or 3rd most penalties in NFL history or something like that.

It's not really surprising that they're playing badly against Cincy; they always do. Denver wasn't a surprise either. It was Oakland that completely ruined everything.
