Officially 8 new rules have been approved, 4 new bylaws and 1 new resolution.
8 Rules:
- Can no longer leap over OL on Kick Attempts
- Spot after touchback remains at the 25 yard line
- Gives a Receiver running a pass route defenseless player protection
- Rule that disqualifies a player for 2 personal fouls is now permanent
- Crackbock blocks done by a player in the backfield in motion are prohibited. Even if he is 2 yards outside the tackle when ball is snapped.
- Sideline replay monitor replaced with hand held device and final say is made from New York.
- Unsportsmanlike conduct will now be called if you commit multiple fouls during the same down designed to manipulate the game clock.
- Makes actions to conserve time illegal after 2 minute warning of any half. (I assume this means like what we did against Cincy and not something stupid where you can no longer run out the clock)
By Law Proposals Approved:
— Liberalizes rules for timing, testing, and administering physical examinations to draft-eligible players at a club’s facility for one year only.
— Changes the procedures for returning a player on Reserve/Physically Unable to Perform or Reserve/Non-Football Injury or Illness to the Active List to be similar to those for returning a player that was Designated for Return.
— The League office will transmit a Personnel Notice to clubs on Sundays during training camp and preseason.
Resolution Proposal:
— Permits a contract or non-contract non-football employee to interview with and be hired by another club during the playing season, provided the employer club has consented.
