I believe in "value" i.e. not overpaying. It seemed to work in baseball; see Moneyball. However, you are right, you need playmakers and sometimes you just need to "pay the man".

In an alternate universe of quantum physics we could see Flacco in Atlanta and Ryan here. Then we would have the clear answer to all our questions. I think Flacco would look good in Atlanta and Ryan would still have happy feet here.
