No. Ties for draft order are broken using strength of schedule, not head to head match up. If strength of schedule is tied, then a coin toss at the scouting combine is used. We were tied with Dallas in 2014 for strength of schedule and 8-8 record. Dallas won the toss. We were also tied record with Pittsburgh and they won the tiebreaker to be second in division ranking. It seemed odd, but Pittsburgh picked at 15, Dallas at 16, and Ravens at 17. So, different tiebreakers for different situations.
