Oh they've already started whining about it, they were whining before it was announced. My guess is the fee is overblown and inflated at the moment, and there still exists a possibility of it being eliminated. I'm fairly certain Xbox One was designed to be 'always on', but they changed that when there was a massive outcry before it was officially announced. My hope is that it ultimately drives the prices of new games down. Developers lose money from people buying used games, if they don't have to worry about that maybe it will work out to be a good thing. If it puts GameStop out of business that's a plus. I did find some numbers, you're partially right. 88% of gamers buy new physical copies of games, but about 70% purchase used games as well.
