Maxx Williams is hurt again and there's also discussion on whether or not they'll sit him. Moving forsett to give a spot to Waller gives time to decide how they want to handle maxx. The next step, barring injuries, is the decision with taliaferro once he comes off pup. Thinking an IR decision for max or taliaferro comes at that time.

Not stated directly but in order to add him to the roster after suspension they have to move someone else. They have a week to decide so the move is essentially being done early.
